International Conference | Second Edition Spectrum, Society and Communication 2: Digital Radio in Brazilian Context
Presentation
The second edition of International Conference “Spectrum, Society and Communication” will be dedicated to the theme of digital radio, of interactivity through this medium and the necessary spectrum allocation for its implementation.
Aiming at to promote knowledge production, innovation, and the technological exchange about Digital Radio, addressing the theme through an interdisciplinary approach, we gather important actors of national academy, organized civil society, engineers and public managers who participates actively on the definition process of the Latin America Digital Radio System.
We understand that this is a necessary gathering, because this theme is essentially a technological question which, nevertheless, carries important social, political and economical implications.
By means of the activities developed during ESC2 we look for strengthen the articulation of a network of researchers that already works on the theme and spread this research field to the undergraduate and graduate students.
Topics of Interest
The conference will be organized in three main topics:
- Right to communication and digitalization – rethinking and remaking media laws in Brazil and Latin America;
- Interactivity and innovation in digital radio;
- Spectrum regulation, usage and sharing.
The papers must be addressed to one of the above topics and we expect that articles proposals contemplate at least one of the following questions:
- Technical implications of broadcasting digitalization, such as the possibility of new services and spectrum usage optimization, opens new usage possibilities for radio that demands law revisions that regulate social communication in Latin America countries and its present privates, state-owned, public and communitarian?
- What can we learn from recent experiences of other South America countries?
- Which are the technical implications of civil society, industry and market demands in this field?
- In which ways Digital Radio will change radio as we know, with the introduction of new tools as interactivity, multiprogramming, surround sound, emergency alert, information distribution about road transport, unique frequency networks, business new models and other?
- In the context of TV, radio and telephone frequency channels reallocation and the possibility of 20kHz usage for digital channels on AM band and 100 kHz for VHF, which are the critical points of a policy that permits a new spectrum channelization and sharing?
- The popularization of software defined radio (SDR) and cognitive radio technologies can offer new paradigms of spectrum usage as those contained in Free and Open Spectrum proposals?
Paper format
Papers must be submitted through the Easychair platform: https://www.easychair.org/conferences/?conf=esc2
It will be accepted papers in Portuguese, English and Spanish. Submitted papers must contain a minimum of 4 pages and maximum of 6 pages, and follow the formatting options contained in the IEEE template for A4 paper, available in: http://www.ieee.org/conferences_events/conferences/publishing/templates.html
All selected articles will be published together as a digital book. At least one author must be in the seminar, for presentation.
